Sierra Leone is rich in natural resources such as diamonds, iron ore, bauxite, rutile, and gold. Among these, the country holds some of the world’s largest reserves of bauxite and diamonds. The Economic Development Bureau has been stable and is actively implementing the “Prosperity Agenda,†aiming to boost social and economic development. As a result, the national economy has started to grow rapidly. This presents significant business opportunities for Chinese companies, though challenges remain in areas like politics, policy, labor, and public security.
In recent years, China and Sierra Leone have made notable progress in investment and engineering cooperation. By the end of 2012, Chinese enterprises had invested approximately $1.9 billion in the country, with over $500 million in engineering contracts signed. Currently, more than 20 Chinese companies are operating in the region, employing over 1,000 managers and engineers across various sectors, including mining, hydropower, agriculture, infrastructure, airports, and telecommunications.
To support Chinese enterprises, the Chinese Embassy in Sierra Leone's Economic and Trade Office provides comprehensive services, focusing on risk prevention and guidance. These include initial market orientation, information sharing, regular communication, and internal coordination.
First, the embassy offers early-stage guidance to help new entrants understand the political, economic, and regulatory environment. It provides insights into market opportunities, risks, and best practices, enabling companies to make informed and strategic decisions. This ensures that Chinese firms can align their strengths with local conditions effectively.
Second, the embassy promotes the establishment of robust safety management systems within Chinese-funded enterprises. It shares key documents such as the "Regulations on the Safety Management of Overseas Chinese-Funded Enterprises and Personnel" and the "Overseas Investment Cooperation Security Risk Early Warning System." In 2012, during an election year, the embassy organized special meetings to enhance enterprise preparedness and ensure staff and property safety.
Third, the embassy encourages enterprises to maintain a balance between economic and social benefits. Through site visits and discussions, it reminds companies to prioritize project quality, safety, and internal management. It also emphasizes building good relationships with local authorities, communities, and employees, promoting cultural integration and corporate responsibility to build a positive image.
Fourth, the embassy strengthens coordination among Chinese companies to promote fair competition and avoid disorderly practices. It encourages collaboration through the Chamber of Commerce, enhancing communication and mutual support to improve risk resistance and operational efficiency.
Through years of experience, many Chinese enterprises have developed effective risk control strategies. New entrants can benefit from the embassy’s advice to ensure sustainable and orderly growth. The Chinese Embassy continues to support enterprises in strengthening overseas risk management, creating a favorable environment for long-term development in Sierra Leone, and ensuring the healthy and sustainable evolution of Sino-Sierra Leonean economic and trade relations.
