On the afternoon of October 28, reporters from Shangqiu City's open investment promotion work conference visited Liangyuan District. It was revealed that this year, the city has continued to prioritize investment as the top driving force for development, implementing a multi-faceted strategy aimed at fostering innovation and enhancing the quality of investment. The city has strengthened leadership, introduced new ideas, and improved measures to elevate its investment attraction capabilities. As a result, significant progress has been made in seven key areas.
First, the city has achieved remarkable success in project introduction and construction. From January to September, more than 60 new investment projects were signed with leading enterprises across various industries. Each county (city, district) has launched over 21 large-scale fixed asset investment projects, totaling 21.3 billion yuan. Additionally, 15 projects with investments between 300 million and 500 million yuan, and 73 projects with investments between 100 million and 300 million yuan, have been completed, bringing in a total of 5.7 billion and 14.61 billion yuan respectively.
Second, the city has adopted innovative approaches to attract investment. By participating in major events such as the 8th China Expo, visits from representatives of 15 provinces and municipalities, and the 17th Xiamen Fair, the city has successfully signed 116 projects, with a total contractual investment of 54.59 billion yuan. Beyond these events, more than 230 batches of over 1,300 personnel were dispatched to sign 65 industrial projects worth nearly 45 billion yuan. New methods like peer-to-peer and face-to-face investment are also gaining traction.
Third, the city has made progress in industrial upgrading. Focused on industries such as diamonds, refrigeration, textiles, and food processing, the city is working to expand and deepen its industrial chains, promoting sustainable and high-quality development.
Fourth, industrial agglomeration has seen significant growth. A number of specialized industrial clusters, including diamond superhard materials, refrigeration appliances, and electric vehicles, have taken shape. These clusters are attracting large-scale, high-tech projects, contributing to the development of the "six bases and five centers" modern industrial system.
Fifth, the city has enhanced project construction support. Through the "Year of Investment Promotion Projects" campaign, it has implemented efficient service models such as one-stop support, "nanny-style" services, and flexible working hours. This has led to faster approvals and construction timelines, exemplified by the "Shangqiu Speed" and "100-day Speed" achievements.
Sixth, the city has increased foreign investment. Efforts have been made to promote foreign-funded projects, strengthen international cooperation, and achieve new results in overseas investment and partnerships.
Seventh, self-operated exports have expanded. The city has supported export enterprises by organizing participation in major trade events and improving processing trade approvals, resulting in notable improvements in foreign trade.
The meeting emphasized the need for all districts to focus on leading industries, extend industrial chains, and foster a "wild goose effect." It called for more active investment promotion, strategic cooperation, and the development of large-scale industrial clusters. It also urged the improvement of foreign capital utilization and the expansion of export markets to drive foreign trade forward.
Participants toured several ongoing and partially completed projects, including Wudeli Flour, Sikailin International Leather Products Industrial Park, Anta Industrial Park, Shuhua Sporting Goods, Sinopharm Group’s National Essential Medicine Project, and Xiwang Electronic and Electrical Industry Science and Technology Park. Yucheng County and Jixian shared their experiences at the meeting, highlighting best practices in investment promotion.
