Qinghai Province is intensifying its efforts to accelerate the development of emerging industries, drive the transformation and upgrading of traditional advantageous sectors, and enhance the in-situ deep processing capacity of excess production. To achieve this, the province will further strengthen the role of key project investments as a lever for industrial adjustment, aiming to address overcapacity through strict "capacity control" and optimize the overall industrial structure.
"Resolving excess capacity remains a core challenge for Qinghai in the coming years," said Qiao Hongzhi, deputy director of the Qinghai Provincial Economic Commission. In line with the principle of total amount control, the province has decided not to approve new projects in electrolytic aluminum, steel, ferroalloys, and photovoltaic manufacturing under normal circumstances.
According to Qiao, Qinghai's current industrial base and technical capabilities have led to specific production capacity limits: electrolytic aluminum should remain below 4.5 million tons, cement production should be reduced to 20 million tons, ferroalloy output must not exceed 2.4 million tons, and silicon material production in the photovoltaic industry should stay under 15,000 tons.
Due to limited resources and infrastructure, Qinghai's industrial structure has long been skewed toward heavy industries, resulting in an unbalanced ratio between light and heavy industries. Most major industrial products are raw materials, which require high energy and resource consumption. This has led to significant structural imbalances and persistent overcapacity issues, especially in eliminating outdated production capacities.
Since 2010, Qinghai has continuously worked on phasing out outdated production capacity and upgrading traditional industries. While these efforts have somewhat eased industrial structure tensions, overcapacity in sectors like electrolytic aluminum, ferroalloys, and cement remains a critical issue, along with weak adaptability to market fluctuations.
From the "12th Five-Year Plan" period onwards, Qinghai has set higher elimination standards for backward production capacity in key industries compared to national levels. For instance, electrolysis tanks of 180KA and below in the aluminum industry have been completely phased out, and leading enterprises now use advanced equipment and technologies. Similarly, smaller ferroalloy furnaces have been eliminated, with new, fully enclosed smelting systems introduced. In the cement sector, shaft kilns have been replaced, with 60% of production lines using modern dry-process technology.
Between 2011 and 2013, Qinghai eliminated nearly 2 million tons of outdated production capacity, saving about 1 million tons of standard coal and meeting national targets. However, the long-term resolution of overcapacity in certain industries still requires more time.
In 2014, the Qinghai provincial government issued guidelines to implement the State Council’s policies on resolving overcapacity and promoting mergers and structural adjustments in key industries. The goal was to make substantial progress by 2015 in addressing overcapacity issues.
To achieve this, the province has taken multiple steps. First, it has strengthened macroeconomic regulation, strictly controlling new capacity and limiting approvals for projects in overcapacity or surplus sectors. Second, it has implemented differentiated policies to encourage voluntary mergers, technological upgrades, and industrial chain extensions among overcapacity industries.
Enterprises that complete restructuring and technological upgrades on time will benefit from national policy support, while those that fail to meet deadlines or remain technologically outdated will face higher electricity prices. Additionally, state support funds will focus on key technological innovation projects, circular economy initiatives, and emerging industries.
Looking ahead, Qinghai plans to prioritize technological advancement and industrial chain extension in traditional sectors such as chemicals, non-ferrous metals, and equipment manufacturing, as well as emerging fields like new energy, new materials, biomedicine, and environmental protection. These areas will be central to the province’s future industrial development strategy.
