At the China Photovoltaic Conference held on September 6, Wang Yuxue, Deputy Director of the New Energy Department at the China Hydropower Planning and Design Institute, shared key insights regarding the country’s solar power development. He revealed that the total approved capacity of photovoltaic (PV) power plants across China has now reached 19 GW. Among these, Gansu Province has secured around 5 GW of approved capacity, while Qinghai Province is close to 4 GW. Additional projects are under review in other provinces, and many have already been implemented, contributing to the overall installed capacity of 19 GW.
Wang also highlighted that in the second half of this year, the focus of PV construction will shift toward large-scale ground-mounted solar power plants, particularly in western regions. This trend is expected to accelerate due to the recent adjustment in feed-in tariff policies. Projects completed before the end of September will still qualify for the benchmark price of 1 yuan per kWh, which has sparked expectations of a surge in investment and development activity in the western PV sector.
Earlier this year, the Chinese government increased its target for PV installations during the 12th Five-Year Plan from 21 GW to 35 GW. This reflects the growing importance of solar energy in the national energy strategy.
In August, the State Council issued "Several Opinions on Promoting the Healthy Development of the Photovoltaic Industry," followed by two key documents from the National Development and Reform Commission. These guidelines introduced new electricity price subsidies for ground-mounted solar power stations, categorized into three tiers: 0.9 yuan, 0.95 yuan, and 1 yuan per kWh, depending on the quality of solar resources. Distributed PV systems will receive a subsidy of 0.42 yuan per kWh, while additional support for renewable energy is set at between 8 and 1.5 cents per degree. These measures aim to further stimulate the growth of the domestic solar market.
