At the China Photovoltaic Conference held on September 6, Wang Yuxue, Deputy Director of the New Energy Department at the China Hydropower Planning and Design Institute, shared key updates on the country’s photovoltaic (PV) development. He revealed that the total capacity of photovoltaic power plants currently approved and under construction across China has reached 19 GW. Among these, Gansu Province alone has an approved PV capacity of approximately 5 GW, while Qinghai Province is close to 4 GW. In addition, other provinces have also made significant progress in planning and implementing PV projects. This collective effort has brought the overall installed PV capacity in China to 19 GW. According to Wang, the second half of this year will see a strong push for large-scale ground-mounted solar power plants, particularly in western regions where land availability and solar resources are more favorable. A recent tariff policy announcement has also sparked interest. Projects completed before September 1st can still benefit from the benchmark price of 1 yuan per kWh. Analysts believe this could lead to a surge in PV project developments in the west during the second half of the year. Earlier this year, the Chinese government increased its “12th Five-Year Plan” target for PV installations, raising it from 21 GW to 35 GW. This reflects the growing importance of solar energy in the nation’s renewable energy strategy. Following the release of the State Council's "Several Opinions on Promoting the Healthy Development of the Photovoltaic Industry," the National Development and Reform Commission issued two major policy documents on August 30. These documents outlined new electricity price subsidy mechanisms for ground-mounted solar power stations, divided into three tiers based on regional solar resource availability: 0.9 yuan, 0.95 yuan, and 1 yuan per kWh. For distributed PV systems, the subsidy is set at 0.42 yuan per kWh. Additionally, renewable energy surcharges have been adjusted to range between 8 and 1.5 cents per kilowatt-hour. With these supportive policies and increasing investment, the future of China’s photovoltaic industry looks promising, especially as the country continues to prioritize clean energy in its long-term development plans.
