Under this new directive, there will be a further compression of energy consumption by another 100 million tons of standard coal. To put this into perspective, reducing energy consumption by 100 million tons is equivalent to cutting back on approximately 40 million kilowatts of nuclear power capacity, 90 million kilowatts of hydroelectric power, or 170 million kilowatts of wind power generation. The official document emphasizes the need to both produce and consume energy responsibly while strictly regulating the overall amount used. Experts predict that if energy efficiency improves by 16%—a realistic expectation given current trends—and the average GDP growth rate during the 12th Five-Year Plan remains around 8%, the total energy consumption for the nation could reach about 4.01 billion tons in 2015. Essentially, this means that controlling the overall energy usage indirectly limits GDP expansion and regional economic growth rates. Despite these national targets, many local governments remain optimistic about maintaining robust economic growth similar to what they experienced during the previous five-year plan. Provinces like Tianjin, Inner Mongolia, Jilin, Sichuan, Gansu, Heilongjiang, and Qinghai have set ambitious annual GDP growth rates of 12%, significantly higher than the national target of 8%. On the other hand, cities such as Beijing, Shanghai, Tianjin, and Guangdong aim for more moderate growth at 8%. Looking at regional strategies, some areas anticipate even faster growth rates throughout the 12th Five-Year Plan, projecting total energy consumption reaching up to 5.3 billion tons of standard coal by 2015—a figure far exceeding the national cap. Once the energy targets are finalized, they will be distributed among provinces through a detailed allocation process. As one expert noted, "Compared to the initial proposal, the revised target reduces energy consumption by 100 million tons, meaning that energy quotas will be even tighter nationwide." Implementing these measures presents challenges, as local authorities may prioritize economic expansion over adhering to national guidelines. For instance, Hunan Province's energy development strategy aims for 230 million tons of standard coal in 2015, representing an annual increase of 10.1%. This exceeds the national allocation of 189 million tons by nearly 40 million tons. Wu Hao, deputy head of the National Energy Administration, acknowledged the difficulty of enforcing such restrictions but emphasized their necessity in addressing resource constraints and safeguarding long-term energy security.
