The most significant advancement in the development of the Central Plains Economic Zone is the official approval of its planning document by the State Council on November 17. Known as the Central Plains Economic Zone Planning (2012-2020), this document outlines the zone's strategic objectives and spatial layout. During the 30th session of the Standing Committee of the 11th Provincial People’s Congress on the morning of the 27th, Li Ke, a standing committee member of the provincial party committee and executive vice governor, delivered a special report on the construction of the Central Plains Economic Zone. This report addressed critical questions regarding the zone's size, population, layout, and policy support, topics of keen interest to millions of residents in Henan Province. The Central Plains Economic Zone comprises five provinces, thirty cities, and three counties. Li Ke highlighted that the "Planning" spans twelve chapters, totaling approximately 27,000 words. Its primary objective is to continue exploring paths for coordinated development in new urbanization, industrialization, and agricultural modernization while preserving agriculture, food security, ecological balance, and environmental protection. The document emphasizes the importance of new urbanization as a driving force, industrial modernization as a backbone, and agricultural modernization as a foundation, aiming to achieve balanced and sustainable growth. The "Planning" outlines a "One Core, Four Axes, and Two Belts" spatial framework designed to foster integrated regional development. "One Core" focuses on integrating Zhengzhou, Kaifeng, Luoyang, and other cities to form the central economic hub. "Four Axes" involve expanding development along key corridors like the Bohai Sea, Beijing-Guangzhou, Zhengzhou-Chongqing, and Yanyang-Zhengzhou. "Two Belts" emphasize strengthening the Chang-Yu-Ji and Huaihe economic belts. The document introduces twenty-three specific supportive policies, ranging from financial incentives to ecological compensation strategies. These policies aim to refine grain production, upgrade industries, and guide investments, particularly focusing on human-land interactions and rural population transfers. Additionally, the "Planning" supports major infrastructure projects, including high-speed rail links from Zhengzhou to Wanzhou, Xuzhou, Jinan, Taiyuan, and Hefei, as well as the expansion of Zhengzhou Airport and the establishment of specialized customs zones. Li Ke emphasized prioritizing new urbanization by concentrating rural populations in new rural communities, enhancing land use efficiency, and promoting agricultural industrialization. He also stressed accelerating industrial clusters and modernizing agriculture through initiatives like the "100 Million Project," which aims to develop over 100 high-quality agricultural product demonstration bases and agricultural industrialization clusters. Transportation infrastructure remains a focal point, with plans to establish a "M"-shaped inter-provincial rapid railway network centered around Zhengzhou. This network will include intercity railways and passenger-dedicated lines, further connecting provinces and fostering regional connectivity. These efforts underscore the Central Plains Economic Zone's commitment to sustainable growth and balanced development across multiple sectors.
