Hainan has launched the "Overseas Yacht Management Information System," marking a significant step forward in yacht regulation and management. After over a year of development, the system is set to go live this month, offering an integrated platform for yacht declarations, safety monitoring, and efficient operations. This initiative aims to ensure that offshore yachts can enter, navigate, and be managed effectively, while also setting a model for national yacht management practices. As a new industry in China, the yacht sector lacks comprehensive regulatory frameworks. Hainan, as an international tourism island, faces unique challenges in managing yachts, distinct from traditional passenger and freight vessels. To address this, the province has invested over 27 million yuan to develop a dedicated information system tailored for yacht monitoring and control. The system includes several key components: an electronic application platform for yacht declarations, an inspection and approval system for crews, and a video surveillance network covering marinas and yacht activity areas. It also integrates real-time dynamic monitoring using technologies like AIS and Beidou satellites, enabling full coverage of China's territorial waters and eliminating blind spots in yacht tracking. This system not only enhances operational efficiency but also improves safety by preventing yachts from entering restricted or non-open waters. It provides real-time data on yacht positions, navigation routes, and environmental conditions, supporting effective monitoring and emergency response. With more than 60 high-quality bays and a tropical climate, Hainan holds great potential for yacht tourism. The expanded video surveillance coverage will significantly enhance security for this growing sector, making it a safer and more attractive destination for both local and international visitors. In addition, advanced night vision systems are being introduced to improve maritime safety. These systems allow vessels to see clearly at night, with a range of up to 400 meters, enhancing navigation and docking safety. Equipped with 360-degree rotating cameras, these systems provide real-time visual feedback to the bridge, ensuring safer and more convenient operations.
