Hainan has taken a significant step forward in yacht management by launching the "Overseas Yacht Management Information System" ahead of schedule. After more than a year of development, the system will go live this month, offering a comprehensive digital solution for yacht declarations, safety monitoring, and efficient management of offshore yachts. This initiative aims to establish a model for national yacht management while ensuring that yachts can enter, navigate, and be managed effectively within China's territorial waters. The yacht industry is still in its early stages in China, with many regulatory gaps. Hainan, as an international tourism island, needed a tailored approach to yacht monitoring, different from traditional methods used for commercial vessels. To address this, the province invested over 27 million yuan in building a state-of-the-art information system. It includes modules such as electronic yacht declarations, inspection and approval systems, video surveillance, and dynamic tracking using AIS and Beidou satellite technology. This new platform streamlines the declaration process, providing real-time data to maritime authorities, customs, and border control units. It also allows for mobile inspections and approvals, making operations faster and more efficient. According to officials from Hainan’s Coastal Defense and Port Office, the electronic application system significantly reduces processing time, improving overall efficiency and convenience for yacht operators. The video surveillance system offers real-time monitoring of marinas and yacht activity areas, enabling authorities to track yacht movements at any time. The dynamic monitoring system integrates multiple technologies to ensure full coverage of China’s coastal waters, eliminating blind spots and enhancing safety. It provides accurate positioning, navigation tracking, and alerts, helping prevent yachts from entering restricted or non-open waters. As the only tropical island in China, Hainan has unique natural advantages, with over 60 high-quality bays and a scenic coastline ideal for yacht tourism. With the implementation of this advanced management system, the island is well-positioned to become a leading destination for luxury yachting and marine tourism. For further enhancement of maritime safety, Bao Qianli recently introduced a night vision system for ships. This system enables vessels to see up to 400 meters at night, offering visibility similar to daylight. It features a 360-degree rotating camera connected to the bridge, making nighttime navigation and docking safer and more convenient.
