The "Interim Measures for the Management of Photovoltaic Power Plant Projects" stipulates that "the provincial energy authority shall implement the record management for photovoltaic power plant projects according to the regulations of the State Council on investment projects," and the opinions on photovoltaic network power plant projects shall be issued by the provincial power grid companies and be distributed to the low-voltage power grid. The opinions on the grid connection of photovoltaic power plant projects with a scale of less than 6 MW shall be issued by the power grid companies at the prefecture level or county level.Regarding the regulations on the registration and management of photovoltaic power stations in general, there are corresponding detailed rules. The basic conditions for filing management and filing include: (1) Filing application report prepared by the Class A Qualification Engineering Consultant: (2) The social stability and low risk identification opinion issued by the coalition-level maintenance department.

The Interim Measures for the Management of Distributed Photovoltaic Power Generation Projects clearly stipulates: For distributed photovoltaic power generation projects, "Support for the exemption of power generation business licenses, planned site selection, land prequalification, soil and water conservation, environmental impact assessment, energy conservation assessment, and social risk assessment, etc. “Distributed photovoltaic power generation projects connected to the power grid with a voltage level of 35 kilovolts and below shall be handled by prefecture-level or county-level power grid companies in accordance with simplified procedures, and shall provide grid-connected consultations, installation of electric energy meters, and Network debugging and acceptance services."

1.2.2 Project preparation stage

After the project is filed, you can enter the project preparation stage.

When the conditions are met, the project owner shall bid for the main equipment such as PV modules and inverters before the preliminary design is carried out. The designer should generally provide the technical specifications of the corresponding master device.

The core work of this stage at the time of preparation of the preliminary design is based on the approved feasibility study report. The task of preliminary design is to determine the design principles, design standards, design schemes, and major technical issues of the entire station.

1.2.3 Project implementation stage

The main task of the project implementer is to provide the following products or services based on the needs of the project construction: 1 Provide the technical specifications of other equipment for tendering and use by the owner, and participate in the signing of the final technical agreement; 2 Draw the construction map drawings as the site The main basis for construction and installation; 3 Provide on-site technical services.

1.2.4 Project Completion Stage

In the project completion phase, the designer's main task is to compile the as-built drawings.

Because it is unavoidable to modify the construction drawings in the construction process, in order to allow the customer (construction unit or user) to understand the actual direction of the pipeline and the actual installation of the equipment, the State requires that the construction unit must submit the as-built drawings after the project is completed. . However, in actual operation, in many cases, the construction unit provides the on-site change order and engineering contact sheet, and the designer prepares the as-built drawings.

1.2.5 Domestic Design Criteria for Photovoltaic Power Stations

Before 2009, the domestic photovoltaic standards were mainly translated IEC standards.
